Anti-open access bill suffers sudden death
Legislation in the US Congress that would have stopped funding agencies stipulating that research they fund with taxpayer dollars be made publicly available has collapsed. The dramatic development could signal a pivotal shift in scientific publishing.

Journal Publishers Oppose Bill That Would Require Access to Published Research
Eighty-one publishers of scholarly journals today expressed their strong opposition to the proposed Federal Research Public Access Act, or FRPAA. The bill, introduced as HR 4004 in the U.S. House of Representatives and as S 2096 in the Senate, would require the results of federally supported research be made public within six months of publication.

U. Delaware Is First ARL Library to Adopt WorldShare
The University of Delaware Library is switching to the cloud-based OCLC WorldShare Management Services. Some 33 libraries have begun using OCLC WorldShare Management Services since its launch in July 2011 (as Web-scale Management Services; OCLC rebranded it in December 2011). Some 117 libraries worldwide have committed to using the service. However the University of Delaware Library is the first academic research library and the first member of the 126-library Association of Research Libraries(ARL) to implement WorldShare.
